The surviving suspect in the Boston Marathon attack has told investigators that he and his brother got instructions on building bombs from an online magazine published by al Qaeda, federal law enforcement officials told NBC News.
And people say the magazine format doesn’t work anymore.

Magnitude 7.8 quake strikes Iran
NBC News:A magnitude 7.8 earthquake struck Iran on Tuesday, according to the USGS.
The quake struck near the city of Khash, Iran, which is close to the Pakistani border. Buildings as far away as New Delhi, India, shook from the tremors.
There is no word on injuries or damage at this time.Follow the latest at Breaking News.

Ratified 100 years ago on February 3, 1913, the 16th Amendment established Congress’s right to impose a Federal income tax. In 1913, due to exemptions and deductions, less than 1 percent of the population paid income taxes. Tax rates began at 1 percent and rose to 6 percent on income over $500,000.
The first Internal Revenue Bureau Form 1040, as provided by Public Law 63-16, was approved October 3, 1913.
The 16th Amendment and the first Internal Revenue Bureau Form 1040, will be on display from April 1 to April 30 at the National Archives in Washington, DC.
